SHANGHAI, March 1st. Major-General Duncan, Com mander-in-Chief of the British Force in Shanghai, has been inter viewed by the Osaka Mamichi, The British commander said:

"We have at present 6,000 British troops here, and we are planning to increase this farce to 10,000. I think 10,000 British soldiers are strong enough to meet 40,000 Chi nose troops, but still they are hardly enough fully to protect the lives and property of the British residents here in case of any serious disturbance. The expenditure on transporting and maintaining the troops here is something tremmen- dous. It is enough to build two or

three modern dreadnoughts.
