China and the Outside World, Sir Arthur Shipley, viewing the Chinese problem from an Imperial, even a world wide standpoint, takes a different line in the course of his article, from which we give the following extracts:

The troubled state of affairs in China has been, to a great extent, fostered and promoted by the student body, most of whom have been educated in China. The education and the substitution of modern Western teaching has proved too much for them, and they have broken loose in a manner which, to put it at the best, has done no good to their country. It i satisfactory to find that the students of the Hongkong University have proved in every way loyal to the treaty engagements that the Chinese have made with other countries, and have taken no part in disturbances which have done so much to bring rain to what was once a great country.

Sir Frederick Lugard who, with the aid of others, was the main instrument in the foundation of this outpost university of the Empire, intended and hoped that it would form a centre of friendly contact between the great Chinese Republic and the scattered British Empire. In speech on the opening day, he said:-

My conception, then, of this scheme is that it shall stand as a proof that the citizens of a British colony are not solely engrossed in the pursuit of wealth, but that they realize the obligations which

le upon them extend to subject races and to neighbouring and friendly peoples the benefits which the energy of their forefathers have conferred upon them. selves. That Hongkong shall lead the way among Crown colonies is proving anew that the British Empire is not merely a vast trading corporation, but 'has" still the sacred fire of imperial respon sibility and is content to cast its bread upon the waters, without looking to im- mediate gain, assured that it will return

A picture possibly worth £20,000, be lieved to be the work of Holbein, has come into the possession of a London artist in a romantic way.

It is now in the studio of Mr. Nico Jungman, an artist who undertakes the restoration of the works of old masters, at Edwardes-square Studios, Kensing ton. It was taken to him by a workman who bought the picture in a market. The purchased picture was a copy of the head of an angel after Correggio, and this was taken. home and hung. Later on the cord broke and the picture was smashed into two pieces. This disclosed another picture at the back.
