The Kuomintang in Canton appears to be changing its policy towards the workers whose united strength has for some time enabled them to defy local
authorities. The Provincial Kuomintang
Administration has now directed all local officials to keep the labour movement within the law and to stop the labour elements from interfering with revedie
collections. Whether or not, this order will be effective remains to be seen...
In the meantime, by order of General Li Tsai Hsin, acting Commander-in-Chief of the Kuomintang Army, more than
4,000 of the one time strike pickets or unemployed workers of the Canton Strike Committee are being trained. Nominally they are being prepared for service, at the front" but actually they will constitute a force which may be used, if necessary, to maintain law and
