It was agreed to write to the Govern- ment stating that there are a large num ber of vacan: houses and fats adapted for Chinese occupation for the most part, situated in the outlying districts of Kow loon, but that there are very few vacant. premises of any sort in the Taim Sha Tsui district and these have in most instances become vacant in consequence of the in- creased rent demanded. It was further agreed to inform the Government that in the cases of large increases in rentals, reported to the Committee, tho tepants included both Chinese and Europeans but the landlords were all Chinese.
It is really a matter that demands in- quiry how it happens that the fact that there are more vacant premises than usual has not resulted in a general re duction of rents. There are a good many... factors in the situation that interfere with the natural working out of the law of supply and demand. The Committee be Heve that the investigations which would result from the setting up of a Fair Rents Board would inevitably help to elucidate the whole housing problem in Kowloon.

Major Lightfoot, Q.B.E,, President of the Garrison Recreation Club; before asking Major-General Luard to distri- bute the trophies announced that that was the first time they had held an Army Harbour Race, and it was hoped to make the event an annual affair. He said, the winner's time of 30mins, and 1-5secs. compared very favourably with the re- cord of the V.R. C. Harbour Races, which he understood was 23 mins. KRA's RECOMMENDATIONS. Among the important matters dealt
mittee of the Kowloon Residents' Asso- ciation was a letter from the Colonial Secretary, dated 15th. September, giving the Government comments on all the re- commendations of the K.RA, on the 'bus service, as follows:
1. The suggested alterations in the stopping places in Route 3 have been made.
The work of surfacing Prince Edward Road is in hand and arrange- ments are being made for lighting,
3. It is considered that present traffic conditions do not necessitate the removal from Canton Road of trees and the stone curbs round their roots
4. The removal of all lamp posts in the centre of Salisbury and Nathan Roads and their replacement by pend- aat lights involves the change from gas to electric lighting and will be effected As soon as the roada concerned are strengthened.
5. The question of the reconstruc- tion of the area adjoining the Star Ferry Wharf is under consideration.
6. There was at one time a regula- tion to the effect that motor vehicles should dim their bead lights, when approaching other vehicles but the practice sometimes proved dangerous sad the regulation was accordingly rescinded.
To introduce a regulation as sug gested by your Committee would Be dimcult, if not impossible, of application, as this would require a classification of the streets of the Colony into well lighted and badly lighted streets.
7. All three Bus Companies have been approached on the subject of Time Tables. The Kai Tack Co. is already ranning to Time Schedule and the other two Companies "have expressed their willingness to run to Time Schedule if it is found to be prac ticable.
8. A regulation' to the effect that no one be allowed to stand on the foot-" board of a bus whilst in motion is em bodied in the proposed new regula tions, and is under consideration.
9. Postmen in uniform on duty travel 2nd Class. They are not allow ed to travel 1st Class.
