INDISCRIMINATE FIRING ON SHIPS.
An official message from Hankov, dated October 4th, sums up the situation as "follows:-

The Wanhsien affair is proceeding smoothly. The Consul and gunbonts have exchanged calls with Yang Sen and are exepected to leave for Chungking to-morrow (Tuesday),

SHANGHAI, September 28th. Canton acroplanes have scattered bänd.. bills among the inhabitants of Wuchang making offers for surrender. They are somewhat as follows:-
1.-All inhabitants are ordered to leave the doomed city.
Each soldier carrying his ride to surrender shall be given a sum of 830, and his services will be retained in the Cantonese army. He may be sent home if so desired..
3.Any man bringing with him 50 Armed soldiers to surrender shall be given the rank of Company Commander, with 200 armed soldiers the rank of Battalion Commander, or 360 armed soldiers, the rank of Regimetal Com mander.
4.-Any man capturing Chen Chia Mp ulive shall be granted a sum of $50,000, And if dead, 820,000.
5. Any man capturing Liu Yu Chun alive shall be given a sum of 840,000, and if dead $20,000.
6-Any man being able to give infor. mation regarding the movements of the eremy shall be given ample rewards.

LONDON, October 4th... The South African delegation to the Imperial Conference, composed, of the Prime Minister, General Hertzog; the Minister of finance. Mr. N. C. Havenga; and Sir William Hoy, General Manager of the Railways, has arrived.
Interviewed by Reuter, General Hertzoz said that South Africa wished to be a helpful associate in advancing the in- terests of the British community of nations.

COAL DISPUTE.
WELSH MINERS. STILL HOLDING OUT.

LONDON, October 4th. The resumption of miners continues steadily. Nearly 3,000 returned to work to-day, the bulk being in Notts and Derly. There are a 171,000 actually coal-producing.
LosDos, October 5th. The special delegate conference of the South Wales Miners Federation, held at Cardiff, bas overwhelmingly ejected the Government a proposals.
Some of the speakers advocated a general withdrawal of the safety men and intensive prosecution of the strike.
Safety Men Withdrawn. An important development in the min- ing dispute: the Miners Federation has withdrawn the safety men at several of the large collieries in Glamorgan on the ground that some of the salaty mea are being used for coal cutting.

PARIS, October sta Following the recent Franco-German ineidents in the Rhineland, it is reported that a French hoa commissioned officer has been stabbed and seriously wounded at Neustadt by a German allegedly with out provocation.
The assailant is said to be named Ehrardt, and is an ex-officer of the Ger- man Ariny, decorated with an iron cross.
He escaped on a motor-cycle. The Gerian police have offered their services to the French military aathori sies..
The assailant will be tried by Court Martial of the Army of Occupation.
The newspapers attribute the incident to German Nationalist agitation regarding the evacuation of the Rhineland.

A "FIVE-DAY WEEK." AMERICAN LABOUR'S LATEST AIM.

A five-day week for all workers was declared to be the definite goal of the Federation of Labour at the final meet- ing of the Executive Council, held prior to the 46th Annual Convention opening to-day. This policy will be recommended to affiliated organisations as a basis for negotiation for renewal contracts with employers.
