Speaking of America's position in China in connection with the Soviets, the Minister said: "America refuses to re: cognize the Soviets not because they owe her money, but because the Soviets teach the lack of all international obligations.. They insist, themselves, on the sanctity' of contract with the Chinese, but their international policy is one of international irresponsibility.

We often hear prominent Chinese soy that they are not afraid that China will become Bolshevist. Neither are we afraid of that, but what we are afraid of in China is that this feeling of irrespon sibility, once adopted, China will declare that her international obligations are out of date and her discontented party can repudiate all treaties. It would take two or three generations for the Chinese to hive down this policy. This is the real danger, and is more real than our Chi- nese friends realize. The policy of 78- pudiation is more important than are the actual conditions of the treaties.?!
