SECRETS OF SOUND FINANCE.
MR. UBURCHILL'S ADVICE TO BANKERS AND MERCHANTS.
DINNER AT THE MANSION HOUSE.
Mr. Winston Churchill, Chancellor of the Exchequer, was the chief guest at the annual dinner of the City Bankers and Merchants at the Mansion House on July
14th.
Mr. Churchill said: I want to give you the secrets of sound finance cultivate peace and good will; work hard; avoid profusion; save, balance your budget and pay your way; do a fair day's work for the money you earn, and be sure you may gain a stable currency.
The success of every Government must be judged by ita success in the field of tound finance and stable currency
DEBT SETTLEMENT. Referring to the debt settlement with France, Mr. Churchill said:
I am glad to think, so far as one can judge from every organ of public opinion and the general feeling of the -House of Commons, that the settlement of our debt with France has, on the whole, been received with a very dis- tinct and definite measure of publie acquiescence.
deal of praise from some quarters which We could no doubt have won a great pass for being instructed and are cer tainly articulate, if we had used the same rigour to our debtors as-had-been meted out to us. I am sure, however, it would not have been a wise or far. sighted policy for the British Govern- ment to have won obeap cheers or to have secured a ramshackle reputation for firmness by making demands which would not be agreed to or by making an agreement which would never be carried out. I prefer a compact settlement to

THE COAL CRISIS. Regarding the coal crisis and its effect upon national finance, Mr. Churchill said: The coal dispute has now lasted tea weeks and it will probably conticue for some time longer! It would be wrong to close one's eyes to the fact that it is producing grave and deepening effects

It is a remarkable fact that neither the general trade nor the general fin- ance of the country has yet suffered anything like as severely as one would have expected when it began. Indus- tries are still standing the strain with remarkable endurance. The brunt is falling on those parts of our island where trade unionism is most powerful and where trade unionism as a political factor is most marked (Applause)
What is happening, therefore, in this crisis, and has been happening in a less intense form during the last few years is that the most depressed industries have been further depressing them selves. What we are witnessing is the melancholy and appalling spectacle of industrial Britain tearing itself to pieces while larger portions of the nation re- main far less severely affected by their convulsions.

Such are the suicidal results of the policy which has been pursued under the influence of the extreme elements in the trade union movement." Apropose a most cordia! vote of thanks to all our feminine relations and friends for the very sensible and charming, light and bright, and generally refreshing way they now dress themselves and their offspring.
I wish to make from a national and non-party platform a most earnest ap peal to the leaders of British trade unionism, pad not only to the leaders but to the leading spirits who are not always the leaders in that movement. ... My appeal is that they should not purane political aims at the expense of the bread-and-butter interests of the labouring people employed in the great basic industries. (Cheers.)
FORMULAS AND THEORIES, These latter days saw us confronted with. formulas and theories and so-called slogans which were pressed forward in a spirit of entire detachment from the material well-being of the working masses. The desire to build up a new world without the slightest regard for the effects which "such would have on the livelihood of millions of men was the tendency seen at work in recent years.

The result was that we were witnessing An immense impoverishment of indus trial Britain, especially of the working masses, and were facing a process in which there was a steady breaking down [of the basic "industries upon which the
millions depended.
I am not seeking to frame an' indiet ment but only making an appeal. Everybody is ready to help them. The Government is ready to help them. We bave shown it by actions which has dis organised two successive budgets and placed twenty-four millions of money at the disposal of a single industry, but

The trade unions were being drawn from the duty of looling after the in terests of their members and the india-- tries on which they depended so that they might be used as mere weapons in (Continued on next Column).
"This, one may fairly say, national exhibition of sweetness and light is universal and not confined to the upper class or to any one class. He had great confidence that we should get through our present difficulties before injuries were inflicted on the community so deep as to cause a permanent set-back to our prosperity,
