Ninety-nine traders out of every hun, dred probably deal fairly with their cus tomers; but the other man has to be watched, and so 14 inspectors, covering the County of London, make 70,000 sur prise calls in a year or stops and other premises engaged in trade.
Between them they also make nearly
20,000 inspections of street stalls and barrows. In shops and other premises only 10 appliances were found to be seri ously unjust, or unstamped in one year; only 129 stalls and barrows were using faulty or unstamped appliances.
TRICKS OF THE ROGUES. - Like the coal vendors, the majority engaged in London trade are careful for their own sakes and reputations. Here against the inspectors occasionally find on detecting a misdemeanour that an am- employer. However, the protective ser CO.ployee is the dishoneat party and not the vices. are chiefly concerned in level justice for ali concerned, and this widely recognised. Warnings are often necessary nowadays, and prosecu tions are rarely made. Indeed, the Loo- don shopkeeper in general has a very good name for fair dealing.

So has the street trader; but there are black sheep in every flock, and so you find the inspector of weights and mea sures to be an exceedingly wide-awake person, full of knowledge of all the tricks and dodges practised by the rogues. ·
A QUICK EYE FÖR SUSPECTS. Picture him entering a street market in the East End. He has a quick eye for suspects, and some of them recognise him. But he is so irregular in his visite- you never know when to expect him. He moves in the crowd when the market is busy, and presently his practised eye, watching scales in use, observes a thin strip of lead wrapped round one beam of 2 scale; or be notices weights in use that have an irregular look; or he observes that a bushel measure, seems to be short of the proper dimensions.

There was an occasion when an inspec spotted" by a trader who had tor was reason to fear his scrutiny. Quickly the trader removed a couple of faked weights -but not quickly enough to foil the in- spector. "Come on, let's have 'em. I saw you pick 'em up," said the inspector.
The trader, one hand behind his back, ningly fitted. There are even apothe affected innocence, and even as he did so caries measuring glasses with forged passed the deficient weights to a band proof marks-one of them 25 per cent, at bebind him that secretly touched his fault when filled. Alas-for-him, the hand belonged not to his own accomplice, but to the inspector's assistant!
When an inspector goes visiting shops he rides in a car which is fully equipped with avoirdupois and grain weights, troy and apothecaries weights, measures of length, measures of capacity, and scales for every checking purpose. His weights and measures are certified copies of the standards at his office. He has to know. every sort of scale recognised by the Board of Trade, ancient and modern.
