There was a little incident in a Ken-East Asia Bank sington street that caused' passers-by some wonder. A fast motor-van drew up suddenly, and from it there stepped an individual who accosted the drivers of two coal carts. This individual examined the carters documents, and the selected

The weights of the sacks proved satisfactory when tested, and presently the motor-van-a plain van with nothing to identify it- drove away. It was all very mysterious to the onlookers, and it gave the carters Food for thought For this individual with the black van had come upon them "out of the blue," with legal powers to test their sacks for short weight...

PROTECTING THE BUYERS. This inspection of the sale of coal is one of London's many protective services, organised by the Public Contrel Depart ment of the London County Council The coal oficers, eight in number, are liable -to-pop-up-unexpectedly in any corner of the County of London, and not only do they protect the public against short weight, but they are occasionally the means of disclosing to merchants fraudu lent practices on the part of employees: Over 30,000 examinations of coal in tran- sit, or being actually delivered, are made

Ninety-nine traders out of every hun, dred probably deal fairly with their cus tomers; but the other man has to be watched, and so 14 inspectors, covering the County of London, make 70,000 sur prise calls in a year or stops and other premises engaged in trade.

Between them they also make nearly

20,000 inspections of street stalls and barrows. In shops and other premises only 10 appliances were found to be seri ously unjust, or unstamped in one year; only 129 stalls and barrows were using faulty or unstamped appliances.

TRICKS OF THE ROGUES. - Like the coal vendors, the majority engaged in London trade are careful for their own sakes and reputations. Here against the inspectors occasionally find on detecting a misdemeanour that an am- employer. So has the street trader; but there are black sheep in every flock, and so you find the inspector of weights and mea sures to be an exceedingly wide-awake person, full of knowledge of all the tricks and dodges practised by the rogues. ·

A QUICK EYE FÖR SUSPECTS. Picture him entering a street market in the East End. He has a quick eye for suspects, and some of them recognise him. But he is so irregular in his visite- you never know when to expect him. He moves in the crowd when the market is busy, and presently his practised eye, watching scales in use, observes a thin strip of lead wrapped round one beam of 2 scale; or be notices weights in use that have an irregular look; or he observes that a bushel measure, seems to be short of the proper dimensions.
