GROWING POPULARITY OF C.O.D.

ORDERS STEADILY INCREASING. MISUNDERSTANDINGS BY THE PUBLIC,

It is officially stated in London that the adoption of Cash on Delivery by the public is growing rapidly. The large stores report that the system is working smoothly and no trouble has been experi- enced with the postal authorities. Not only are the goods delivered eficiently but the money is collected and handed to the arma concerned with great prompt tude.

Certain misunderstandings on the part of the public, however, continue to cause irritation, and some firms are fading that their clerical staffs are having much addi- tional work thrown upon them. It is not realised, for instanec, that there is a limit to the size and weight of articles to be sent C.C.D.

Nor has it been fully understood that for small parcels it is cheaper to send postal orders than to use the new systein.

Traders urge, in many instances, the need for further publicity for the new scheme, and certain firms are issuing special catalogues in which C.O.D. in formation is given fer the benefit of cus

tomers.

ABUSE OF THE SYSTEM. Reports have been received stating that the system is being abused in some dires tions. It is stated that articles which have not been ordered have been real Cash on Delivery. In some instances, the householders have taken in the parcels. paid for them and have then discovered that the articles were sent on approval. In most cases a note has been enclosed stating that the money would be refund ed if the articles were returned within a certain period. The sums involved have not been large, but the system of sending goods on approval by C.D.D. is discour aged by responsible firms, since it is bound to cause irritation on the part of the public. The post office would, of course, have a great burden thrown upon their ahculdera if this idea increased in popularity, since they would have a large number of parcels to return to the

senders,

Complaints on this ground come parti cularly from Glasgow, but Hall authori ties state that they are not aware of any extensive abuse in this connection.

ARCHBISHOP AMONG HIS VISITORS.

The Ray. J. L. Kyle, Vicar of Carlton, 11 miles from Middlesbrough keeps the Fox and Hounds in the village, and makes it his business to see that his customers do not drink sufficient beer to become drunk.

"I deterruined to buy the place," the. vicar told me, when I had so much difficulty in obtaining refreshment A8 I went preaching up and down the country. The day I bought the inn a brother pub lican offered me £100 more than I had j. paid for it.

"“I was not long before I gave up my Sunday licence and sacrificed a further £400 on the value of the house. My plan was to cleanse my parish of the drinking hordes who came out from Middlesbrough on Sundays..

"I have been attacked from both sides. Church-people said that a vicar should not be the landlord of an inn, but I asked them who was better able to run A public-house than a person.

I called a parish meeting, and the people decided that they preferred me as the landlord to any other person..

One brother parson asked me hoy I could be a parson and a publican. replied that I was I am not quite a teetotaler, but I drink nothing but pop in my own inn, although I keep the best drink it is possible to buy.

Service brings its reward—and I take the profit from my public-house. I think my tenure of the inn is quite justi- fied. I have helped to give Carlton res pectability; the village has been cleansed on the Sabbath; and my church is wellị attended. I think the drink traffic should be under the personal control of the Church.

The vicar is proud of the neat appear- ance of his inn and of the sign, which was painted by his wife. In the visitors' Look at the inn are the following signa tures: Cosmo Ebor, Archbishop of York, and Henry C. Holmes, Rural Dean.

THE ENGLISH CLIMATE. APRIL'S RECORD.

How fully the month of April sustain ed its classic reputation in England the records of the Air Ministry Meteoro logical Office show. Following the fair promise of its first twelve days, the "un- lucky thirteenth appeared, and dry, warm, cloudless days gave way to wet and gloom and chill. Before the month was out, in the London area, there had been a total rainfall of about 2in., of which over in. fell after the 13th. It was, in fact, a very much wetter April than the average for many years. While in the earlier half of the month there were nine days without rain, in the latter hall there were only three.

The warmest days at Kew were in the early part of the month, when the highest temperature recorded was 72 on the 2nd, This, indeed, was the warmest day in the first half of April recorded since 1870. But cold and colder days followed until on the 21st, 24th, and 25th the teat perature fell to sodeg. The normal
