In 1888 New Zealand passed the first Old Age Pensions Act, and inaugurated a system which has since been steadily extended. At that time there were in the country many of the old pioneers who had nobly taken their part in laying the foundations of the Colony. Some of them, the more fortunate, had obtained their reward; others had battled with the bush and the wilderness, and had Bown the seeds of prosperity which others world gamer. Their utmost thrift had been unable to assure. for them adequate provision for their old age, and it was rightly held that the community owed them something more than charity.

So it was decreed that women of 60 and men of 63 who had resided in the Colony for 5 years and were of good character should be entitled to a pension. The maximum persion was first fixed at 6. 11d. a week, reducible according to the possessions and earnings of the pen- sioner. The amount has gradually been increased, both as regards the maximum pension and the allowances Tor property and earnings, and at the. present time the maximum is 17s. 6d. and the pro- perty exemption permits the ownership of a cottage holding of reasonable value. the The cost of these pensions to. community is not light, and each year it becomes greater. It is not surprising, then, that the present Government have come to doubt whether the system is as well based as was originally believed, and to question whether it should not be remodelled. The Minister of Pensions (Mr. G. J. Anderson), expressed the opinion last session that a remodelling must be undertaken, and he proposed to have a Bill prepared embodying a Bystem of contributory pensions. It should be. explained that the old-age" pensions are not the only such charge upon Dominion funds. 2

VARIETY OF PENSIONS. Apart from war pensions there are the following:-

Widows' pensions (introduced 1912).- Payable to widows with a child or chil- dren under the age of 14, at the rate of 10s. weekly for the widow and 108. for each child, with an income limitation, but liberal exemption of earnings.

Miners' pensions-Payable to miners: incapacitated by miners' phthisis or to their widows, varying from 178. ed. weekly for a widow to £ 158. for à married man or widower with children

-Pensions for the blind (introduced 1924)-At the rate of 158. weekly, re- ducible according to property held, but increased by subsidies on earnings with a maximum of earnings and pension of £3 10s. weekly.

For all these persions there are con ditions regarding the period of residence in New Zealand. In addition, there are liberal pensions for the widows and children of men who died in the 1918-10 influenza empidemic, but these constitute a special case and do not affect the general pension principle.
