In the early part of the summer of 1924 China was visited by one of the worst floods of several uecades. "In order to obtain sufficient funds to care for the unfortunate victims of the disaster the C.I.F.R.C. riquested the Government and the foreign Powers to impose a surtax on the Maritime Customs. This the Chinese Government immediately asantesi to, and all the Powers agreed except France, whose consent was delayed for almost a year due to the failure to 'obtain the settlement of the Gold-Franc case which she desired.
"In the summer er 1925, after most of the distress from the foods was past and after the most unfortunate of the sufferers has probably perished, Kut the surtax was finally "agreed to the recommendations of the C... Ci with reference to the administration of the funds was not followed by the Powers, and a special Commission was formed composed of ten Chinese members ap pointed by the Chinese Government, and ten foreigners each representing one of the foreign legations.
"This new Commission has been in- structed by the Chinese authorities with reference to the administration of the funds, but the foreign members contend that the Commission is not subject to the dictates of the Chinese Government; each foreigner taking directions paly from his own Legation.

sion have been held and although the " surtax has been collected since November 1st and a loan could have been obtained even prior to that date not a cent has been made available for relief purposes. Innocent, victims are perishing while the jockeying for political advantage goes on.

The German mark has been stabilised; German payments to the Allies have been enormously scaled down (though we in this country are saddled with the payment of £1,000,000,000 to the United States for loans to our Allies in the war); and practically the whole German national debt has been wiped out. The German Government in the first year raised in
