The plans for increased taxation submitted by America, China and Japan are set out by the Xibel Eina Standard so that their merits and demerits can he cumpared, as follows:,

It is proposed that 70 per cent of the above total shall be put up for three years of the interim period as the sink- ing fund for the abolition of libin, which But will aggregate, say, $105,000,000 the amount actually needed for the aboli tion of likin being 70 million dollars, Cain will have more than sufficient funds for the purpose if Japan's siigges- tion be adopted.

The reader can see, for himself that according to the American plan, China cannot obtain the sinking fund for the abolition of likin during the three years of interim period. Even when she gets the required sum of money after three years, the said amount must be placed under the custody of the Customs nd- ministration to be appropriated for the desired object. The Japanese plan places the increased revenue at the unrestricted disposal of China to be used immediately for the required purpose to the grent convenience of China.

GRAVE OBJECTIONS.

Mr. Baldwin, the Prime Minister, has written to Mr. John Hill, general secre- tary of the Boilermakers and Iron and Steel Shipbuilders' Society, stating that the proposal Mr. Hill placed before him to relieve unemployment in the shipbuild- jag industry by a subsidy out of the Un- employment Fund of 50s a ton on rew sip to a maximum of £1,500,000 a vor, was not feasible.
