The author of the su called" Nishibara loans, Mr. Nishihara Kumezo, contributes to the August number of the Diplomatic Review & lung article giving his impressions and sentiments concerning China, where he was travelling lately and the policy which Japan should pursue in regard to that country. In the course of that article the following passage
