The terrible series of accidents on the French railways which have recurred lately have profoundly shocked not only the people themselves, but all who have to travel in the country. Within this period thirty-four persons have beet, kill- ed and 264 injured in the course of thir- tova different accidents, so that already the casualty list for 1995 is higher than for the whole of either the two preceding years, The public would pass over one. or two accidents with a shrug of the sboulders and an appreciative smile at such sarcastic headlines as "Event of BACARDI VERMOUTH COCKTAIL (DRY) the day! Analysis shows that no fewer than eleven of these, accidents have been dus to derailments and only two to collisions. But it is not safe to assume therefoco that the main cause is faulty material equipment. On the whole, the damage caused during 1914-18 to, the permanent way has been completely made good, and upon the lines chiefly affected renewals were complete over a year ago.
The accident statistics faithfully reflect this
improvement in the condition of the lines, The death-roll reached its highest point (343) in 1919, fell to 86 in 1920, rose to 131 in 1091, chiefly owing to the Batig nolles accident, and fell again to 27 in 1923. Since that time a very large pro- gramme of renewals and improvements has been carried out. It is fair to say, therefore, that the bad condition of the permanent way as a cause of accidents has been aliäost entirely eradicateti

PORPOISE'S. DIET...

The position is different in regard to rolling stuck. The French themselves attribute the greater number of recent accidents to the making up of trains with heterogeneous carriages of varying weight and construction, On a train so composed, directly any considerable speed is attained the lighter carriages begin to jump on the rails. If one of them actually leaves the rails it is enough to img the heavier carriages after it, and in the resulting smash the lighter car- riages are, of course, reduced to match- Polly, a full-grown porpoise, the chief: wood. The companies frankly admit that the normal practice of running only the heavier mudera carriages on last trains is aban doned in times of abnormal traffic, not ably during the public holidays of Easter, Whitsuntido, July 14th, and "When caught porpoises usually go on, August 15th. One interesting feature of the French system is that bachelors are paid less than married men-in other words, there is a marriage allowance, plus an annual bonus for each child,
effort is made to put on to tasks only men qualified to do them, by, a system of medical and technical examination. One suspects that both are in some cases only formal, at least two of the recent accidents having been due, the ous to ill- health and the other to inexperience. This gives rise to the belief that the companies have not sufficient trained men to replace their skilled personnel at times when the greatest number are simultaneously on holiday. The fault, if fault there be, is entirely that of the companies. For the latter admit that, although the railwaymen are highly "syndicalised "e., organized, there is never any attempt at interference in technical matters on the part on the railway trade uniona
Other conditions of work on the rail- is sume truth in it, the main cause of way seem fairly satisfactory. The eight- accidents must be looked for in the char-hour day is strictly observed, and somé acter of the railway staff and the cou- ditions under which they work. Three of the most serious of recent accidents have been due to excessive speed of the trains. Now, undoubtedly the French driver is prone at times to adventurous frenzy, a psychological state, which he himself calls s'ennerter. But he is ac- tively encouraged to do so. Each jour ney is taken as a unit, and if the train tloes not "arrive on time the driver is fined so much for every minute he is late Further, supposing the journey is from Paris to Marseilles, and the train, which elianges drivers at Lyons, is thirty minutes late there, the second driver receives a bonus for every minute he makes up before Marseilles. This system, however admirable in keeping trains to time, puta a premium on recklessness, for although there are maximum permitted speeds at "slated points, it is to the in terest of the driver to disregard them, The simple remedy would be to abandon quite peculiar and, to us, the policy of working up the scheduled time there is an accident there follows a extraordinary mental outlook.
