Almost every day there comes news of the closing down of some così; mins and the dismal of 300 or 400; mən. Tha public is getting into a frame of mind when these pieces of grim nèds are no- cepted as part of the inevitable trend of events.

Bus before accepting the pessimistie view that England is now on the down- grade, it is important to realise that the decline in the coal industry, which wo are to-day witnessing is very largely the fault of the coal-miners themselves, and might perhaps even now be arrested if they were to change their policy.

Our coal industry is declining because of the excessive cost of 'producing coal. That excessive cost is partly due to high wages, partly to the short working day. and partly to the policy of ca" canny.

A STUFID DELUSION.. Everyone can sympathise with the miners desire to earn a good wage iD few hours. Where unditions are favourable it is a thoroughly legitimate ambition.

They policy of ca" curing comes into an entirely different category. This policy is based upon the ridiculous dein- sion that the less work oun man does the more employment will

left for others.

It never seems to occur to the trade unions that employment depends not on the purse of the employer but on the purchasing power of the world. If the British miner. by refusing to do a good day's work for a good day's wage, or by refusing to use labour saving appliances, puts up the cost of coil, the rest of the world will buy less British. coat and there will be not more employment but

s employment for British miners.

But the point on which I wish to lay stress is the action of the miners in pre- venting the efficient use of coal-cutting machinery.

SPOILING THE MACHINES.

Briefy the facts are these. For some time past coal owners have been introduc- ing coal-cutting machines. The miners} in many pits are deliberately blocking the use of these machines.

All sorts of dodges are cuployed to make the machines work badly. Some timies matters are managed that the machine has too much strain put upon it, with the result that something breaks down or the electric cables fuse, Some times, the mischief is so serious that the cutting bar gets firmly lock in the coal and recourse must be had to blasting operations to release it, and several shifts of me may have to be employed to undo the mischief deliberately done, Having themselves performed these tricks, the tradeunion controlled miners turn round and complain to the manage ment that--the machine works badly that it had better be scrapped.

But there is abundant evidence that when these machinés are workid hanestly they do excellent work. Indeed, com paratively unskilled men can with the aid of these machines immensely increase the output of coal per hour and per mud In cases where the miners have. been able to some extent to defy the unions they are welcoming the new ma chinery as a means of preventing thr shutting down of the mires. They are, even offering to have a shilling knocked off their minimum wage because they calculate that the machines will enable them to earn a much bigger wage.

How long they will be left in pezer is doubtful The union leaders would rather the "whole industry were ruined than that some men should be allowed to benefit themselves and the nation by increasing their output of coal.
