Alter more than twenty years of apathy the British public appears to be stirring to a sense of its responsibilities in the matter of the kinema.. But we have not done much. The time is not yet ripe, It is so ripe we say. Great heavens ! that nearly all the fruit bas already fallen to our alerter neighbours.

The pity of it is that we did at one tinie hold the least. Twenty years ago England and France between them were making films for the whole work. Of those made in this country thirty to forty copies of every subject were regularly shipped th America. That trade was lost through

r own lack of enterprise. We "none of us saw how big a thing this was going to he, and we were content to he doing very good business at the time and to. chance the future.

Not so the Amerians. Chafing under the necessity of buying their supplies from abroad, they set to work to make them themselves, and made them a great deal better than ever we did. They had our mistakes to prost by, but, mote tha that, they had their own immense courage -the courage which puts down railway and steamship services before ever the towns are there to feed theut The resul was that we not only lest our American trade but nest of our home trade too,

But superior enterprise alone does not account for the present position of affairs. The nations themselves must take most of the praise or blame for the state of their respective in industries.

For this is a far bigger thing than any mere matter of the employment or unem ployment of a little community of people. Lord Newton pointed out in the House of Lords the other day that the takings at the picture theatres of this country amount to about £30.001.000 1 year. here, as he said, should be the makingsl of a very important industry. Yet I doubt if as many as one in a hundred of the films shown in British picture houses are of British origin.

The tragedy does not lie in the fact that A handful of prodaving concerns are ruin- ed and employees thrown out of work. That is had enough for those actually concerned, but it is of no great import. ance to the nation. The calamity is that Britain is standing silent while all the other great nations are talking effectively to the whole world.

For the Al is the greatest and most potent medium for national self-expres sion that the world has known. It is sheer stupidity to sacer on the ground that the pictures are mostly bad and silly. Of course they are bad and silly, nine out of ten, English and American alike. but that is not the point. Probably they were bound to go through that stage be fore growing cut of it into a better one. The point is that they speak with convincing force to millions of people, people of all, races and creeds and colours, civilised and uncivilised, and speak to them in the universal language of vision. The nation which has the healthiest film-producing industry must of necessity loom biggest in the eyes of the, young people of the world, those who in a few years will be the world's important citizens

It is no question of conscious pro- paganda. It is far more deadly than anything any Government could devise and carry out with deliberate interit. Just a sprinkling of rather unlyaz, pen- ple in Hollywood and New York, ngay al in the perfectly legitimate bukture of making money at the quickest possible rute, are swaying the destinies of nations, IGNORANCE AND CREDULITY.

It is, I suppose, no business of ours that while they are doing it so very effectively they are not doing it, very artistically. "Many American pictures are very wonderfully fine, but when that is said it may be admitted that thi majority do not fairly represent the genius of that great nation, the nobility of its ideals, and the courage and great- ness of its people. Rather the tendency is to dwell upon its weaknesses and ex- travagances and generally to belittle the fine things of life. The film is a great power for good, and therefore, of course, for evil.

The middle course of sheer banality is possibly the worst of the three because it is some extent the path of lenst resistance, Public opinion is the only power which can exert any real influence in the matter. Every nation gets in the end those pictures which it deserves. It will be better when public opinion is better informed sa to the possibilities and the limitations of the kinema- tograph.
