Of considerable importance, and per-
Weak anticyclonic areas are situated orer haps of more far-reaching application the lower Yangtze Valley and east of Japan, than is generally realized, is the finding the former has strengthened, the Istar weaken. of the Court of Appeal in re the cal- jed.

ship, then the overhead charges are equit. HOTEL (parat)shly apportioned. The point at issue was: Does a similar principle apply where a shipowner takes advantage of his ves sel being laid up for repairs not to his account and proceeds with operations ati his own account, but which are not un gently necessary
The Rule of Practice of the Association of Average Adjusters tates: That here repairs on owner's account which are immediately necessary to make the vessel seaworthy and which ean only be effected in dry dock are executed concurrently with other repairs, for the cost of which underwriters are Bable. and which can only be effected in dry dock, the cost of entering and feaving the dry dock, in addition to so much of the dock dues as is common to both re- pairs, shall be equally divided between the shipowner and underwriters" This would not appear to be quite in harmony Hightest open-air Temperature an 9th ... 87 with the dictum of the Lord Chief Justice: Lowest open-air Temperature, on 19th 74
El-the fact were that the whole of the time during which the vessel was detain- ed was occupied by the repairs necessary to make good the collision damage and by the necessary owner's repairs, the work on both proceeding simultaneously and continuously, and occupying the whole time, the owner, in my opinion would fail to establish a case for anything be- yond nominal damages..
There is no rule of law that because the owner's repairs are executed sconer than but for the collision they would have been executed, the time occupied by those re- Mon. pairs must be allowed in the time for which demurrage is awarded." Thus, it Then may be taken that it is immaterial whe- ther repairs on shipowner's account are ur- gently necessary or otherwise.—Syren,

QUEEN'S THEATRE. Lorna Doone" is now being shown
Treasure
W. E. Parker, chief of the division of at the Queen's Theatre to crowded hydrography and atopography, stated at houses Maurice Tourneur has earned a Manila opon his arrival from Washington reputation as an educator in the film Commander Parker comes as the personal representative of Colonel E. Leater Jones, industry through his screen productions
of " director of the United Stated Coast and
classics "such as the Geodetic Survey, and expects to remain in Island" and The Last of the Mobi- the Philippines several months.
Instructors have found that books they are studying from these pupils gain such a graphic idea of the rereen presentations that their class room work is decidedly improved.
"It is the desire of the Government to complete the surveys of the Philippine coasts and waters," said Commander Par ker. "There are acveral major arças which as yet have never been traversed by survey ships and until they are n curately charted navigation about the Philippines will be working under a handi- cup. It is these areas which will receive our attention on the new programme and at its close we hope to make available a complete record of the coastlines and adjacent waters of the entire archipelago from the Batanes Islands to British North Borneo.
The areas which have not yet been
charted are the west coast of Palawan, the southern half of the Sulu Sea to Borneo, the Sulu Archipelago, South Mindanao, Northern Luzon to Bashi Channel, almost to Formosa, and the west coast of Luzon from Cape Engano to Casiguran Bay. The most important of these areas, judging from a commercial standjoint, will be surveyed first.
IMPORTANT TASK,
"As to the importance of the task we are about to undertake, it cannot be over- estimated. It is likely to result in the change of steamer routes, will make navigation, safer in these waters and will change the status of the areas from one of unknown waters to one well charted and entirely safe to navigation.":
The party will make the first preliminary Burvey between the Batanes and Formosa, which is little used as a trade route at present.
These waters not only will be charted, but
a complete photographic record of them is to be made by aeroplane. When the actual work begina the survey party will be accompanied by air forces of the army who will prepare for photographing the entire const by plane.
The charting of the northern waters is likely to change the steamer rpoute from America to Manila and other Philippine ports from the San Bernardino Straits, just north of the Island of Samar, to the north of Luzon," continued Commander Pirker. "Steamers pass through the San Bernardino. Straits because those, waters' have been charted and those to the north have not. The northern route is pre- ferable once the waters are charted and made safe for anvigation.”

WORLD TREATER.
One of the most interesting features in connection with the showing of Hugo Ballin's production of Vanity Fair,” starring Mabel" Ballin, which was shown at the World Theatre last night, is that an actress, brand new to the motion picture public, has an important, rôle. She is Miss Eleanor Boardman, coat as Amelia Sedley, and who has since been cast for the leading role in important new Goldwyn pictures.
