RESOLUTIONS AT FORTHCOMING SPECIAL MEETING.

At a special meeting to be held on April 18th in conjunction with the annual meet. ing of Shanghai Ratepayers, the following byelaws will be moved:

1. No person shall:-

(a). For a period of 4 years from the date at which this Bye-law shall became: effective employ in a factory on in- dustrial undertaking any child under the age of 10 years.

(by After the expiration of the said period of 4 years employ any child under the age of 12 years in a factory or industrial undertaking.

(e) Employ any child under 14 years of age in a factory or industrial under- taking for a longer period than 12 hours in any period of 21 bours, such pariod of 12 hours to include a com pulsory rest of at least one hour, (d) Employ any child under the age of 14 years in a factory or industrial under. taking except upon the condition that every such child shall be given at least 94 hours of continuous rest in every period of 14 days.

(e) Employ any child under 14 years of age in a factory or industrial under- taking in connection with any dan: gerous unguarded machine or in any dangerous or hazardous place or in

The second resolution on the subject MONUMENTAL DEPARTMENT, lengthily defines the terms "factory" and Industrial undertaking."

3-Every owner of a factory and every person carrying on an industrial under- taking shall at ali reasonable times per- mit the duly authorized representatives of the Council to inspect such factory ori the working of such industrial under-er taking for the purpose of ascertaining whether the provisions of this Bye-law are being daly complied with.

4-Any person offending against or infringing this Bye-law. shall be liable upon conviction to a fine not exceeding $100 and/or imprisonment for any term not exceeding one month.
