NEW CONSTRUCTION, The programme. for new construction.: in the next five years provides "for (but it is not said that this can be carried but) four light cruisers, ten large des- troyers and 15 submarines. The build. ing of battleships and armoured cruisers is not proposed. The shipyards at pre- sent would not be able to carry out the work, and in addition the strategic posi tion in the Gulf of Finland is auth that large warships can have only a limited field of action. The islands at the en- trance to the gulf and the skerries along its northern shore, are in the hands of Finland and Eathonia. "Large forens cannot leave the Gulf without being dis- copred. and the danger from miles is so great that only Smaller und very speedy ships could be used.

In the Black Sea the Red Fleet is about to receive addition by the return of the so-called Wruugel eet, interned by the French in Bizerta in 1920. Among these vessels are the battleship altunder II. and the cruiser Kagal. At present the only modern unit in the Black Sea is the cruiser ovietskaja Ukraine · (ex) Nuchimow), laid down in 1915 and now nearly ready to take the sea. Its dia- placement is about 5,000 tons, "speed 32 knots, armament 10 5.1in, guns. If the Bolshevists are able to

In the Arctic Ocean, at Murinarsk, there are a few ships of no military value, which pretend that they are protecting Russian fishermen, against British and Norwegian trawlers. The Caspian flotilla is perhaps the only one where thanks to the arrival by the Folga of destroyers from the Baltic, the force remains, at the old level of eff ciency.

On the whole, the Red fleet is not as present a danger to any fleet worthy of the name. The ships are mostly old, the officers are too few and not of the best, there is a great jack of trained special- ists, and gunnery and navigation are at a low level. But there are signs of a development of the movement towards improvement. Yet the real power of the Red Beet is the support it can give to) the revolutionary outbreaks prepared and, directed by, the Communist Inter- national in the States bordering on Soviet Rusia. Like the Red Army, the Red Fleet is employed by the Inter- national to back its attempts to subvert democratic Governments. The Army and. the Fleet must be ready to follow the Communist with his bomb and the Com missar with his propaganda, fund.
