THE P.M.G.'S REPLY TO BRITISH TRADERS.
An official report has been issued. of the speeches made by the deputation from the Association of British Chambers of Commerce which was received by the Postmaster-Generat in London, and of Sie William Mitchell Thomson's reply."
The Postmaster-General, in his reply, said that he thought the underlying prin- eiple in the minds of the deputation was that the essential aim of a State trading service ought to be the rendering of service to the citizens, and not the ex action of tribute. The application of it, however, to the existing system presented very considerable difficulties, and for the purpose of their discussion they must as sume the basis that the surplus of the Post Office was, and was likely to be, of considerable interest to the Chancellor of the Exchequer of the day.
Citizens were constantly suggesting im provements, and as matters stood at pre sent the Postmaster-General and the Chancellor of the day really had to do their best to try to hold the balance bo tween the citizen as user of the service and the citizen in his capacity as tax- payer. Every suggestion which the Postmaster-General got for the improve- ment of the service involved additional Assuming that these re forms involved at the outset some finan- cial, sacrifice and that the institution of! one reform might involve the temporary displacement of another, he asked if it was the deputation's considered view that of all reforms in postal facilities the gerersion to penny post was the most vital and most urgent of all.
