"LETTER TO PRIME MINISTER:

Mr. J. S. McConechy, joint hon. secre tary of the Manchester Association of Importers and Exporters,, recently nd dressed a letter on behalf of the Russian section of the association to the Prime Minister (Mr. MacDonald), placing he fore the Government the views of the nasociation on the Anglo-Soviet Treaty, In doing so he makes it clear that the Association does not express any political or party opinion on the subject and con- fines its observations entirely to the im mediate practical business of the commer cial proposals contained in the Treaty,

It is generally conceded, the letter states, that Russia should no longer be boycotted on account of the economic theory and practice adopted by the Soviet Government at present in power, as it is neither practicable aer sound in prin ciple that any country should dictate to another how their internal affairs should be organized and adminstered. But at the same time no agreement should be entered into until the sanctity of contrace as a fundamental principle is fully recog Dized and accepted.

Not only on account of Russia but in the interests of the world at large the potential surpluses of her resources and ber capacity to absorb the products of other nations should be opened up to the operations of international trade. Before this can be done effectively she will re quire to be supplied with Western capital and to receive the assistance of expert Western enterprise.. The exclusion of such a country as Russia from the machin ery of international commerce breaks the astural circulation of goods and services and retards the restoration of trade.

Keeping these principles in view, the Russian Section would recommend for the consideration of the Government that the
