THE FINANCES OF THE STRAITS SETTLEMENTS. THE POSITION SOUND.

H.E.. the Governor of the Straits Settlements delivered his annual address to the members of the Legislative Council, last week. Following is the opening paragraph of the address:-

14

year ago.

When I addressed you last year I des cribed our financial pestion as sound, and 1 feel that I shall be able to satisfy you that it is to-day quite as sound as it Aly forecast of the position at the end of the year 1923 was that the assets of the Calony would ex ceed its liabilities by some 800 million, of which some $49 million would be biquísl The natual position at the end of last year was abost million better than

the my forecast, that is to

and

The

at the end of 1923 amounted to, roughly $65 million. It is perhaps million dif as well that some explanation of this 23.

the actual result should be given. revenue for 1923 veded the revis ed estimate by approximately $11 million. or some 3 per cent, but eliminating over payments recovered," most of which are book adjustments, the varia tion between the forren and the actual rednord to 214 per cent. The expenditure for 1923 was less by million than the resised estimate One- half of this total reduction was on account of Public Works Extraordinary of which the. revised estimate differed from the actual by some 40 per cent. This is a big variation, but it is very difficult. હા with big works going on and many them under contract, to work that wil estimate, in Sep- tember say, the amount #f

revenue Was

bis completed and paid for in the com ing three month. Excluding this item, the variation between. ibe roviser estimates of every other department and serviery was only about 7 per cent. white, if we exclude also miscellaneous Services. the purely departmental revised estimates were in all out by 3 per cent. only. We began this year with an excess of assets over liabilities of approximately 265 million, of which 254 million was in liquid form. Of this $54 million we had Already committed ourselves to lending or spending $95 million. so that at th beginning of this year we had an avail

million able cash surplus of some 8241

R

In the memorandum, which has been circulated, there is a statement of esti- mated assets and abilities at the end of this year. In this statement the str plus amourts to nearly 963 million, of which 15 million will be liquid. After providing forf existing commitments of $2 million our available cash surplus is estimated to be 28 million at the end of the year. The estimates for 1923 which are laid before you to-day forreast, they stand now, a deficit of approximately of these $3/4 million, I. after revision of estimates during their progress through this Council that excess of expenditure over revenue still obtains, our available Cash surplus will easily be able to stand the strain and leave a handsome sum to meet unexpected calls on our resources. I think I have satisfactorily demonstrat ed the fact that the financial position of the Colony is sound.

QUEEN'S THEATRE.

"The Common Law' which begins a four days' run at the Queen's Theatre. to-day is a thoroughly bigh class feature in every respect and everyone identified unstinted with its making deserves

praise. It represents just what present day picture fans want. Romance, pop, a bit of spice here and there, beautifus! women and gowns, lavish sets and mora romance. All these ingredients are pack- ed liberally into the 1924 version of this famous and widely read Robert W. Chambers' novel. It is a love story of a model and artist who, madly in love but separated by the gulf of different socialy cante, are about to resort to the "common law when a stern parent gives in and a proper marriage follows. THE CORONET.

Mabel Normand's admirers and cinema- goors in general will imagine themselves transported to Mexico when "Suzanna," the petite stär's latest picture comes to the Coronet Theatre this evening as the feature attraction for the next few days Produced by. Max Bennet for the. Allie Producers and Distributors Cor- deals with life in poration. "Sazaupa that romantic period of California's his tory about ten years before the Mexican War. There are in the picture many beautiful senoritas, dashing cavaliers, and, of course, is wicked villain or two. The customs and manners of the time, also the picturesque costurnes, have all been faithfully reproduced. It can safety be said that of all the stories selected or specially written for Mabel Normand, none, perhaps,, has offered her the same wide scope to show her character and artistry as does "Suzanna."

Keeping the port travelling round the table is an old custom still maintained by a few English clubs-like Keasitas Cigarettes, sir, always passing round good company.
