H.E.. the Governor of the Straits Settlements delivered his annual address to the members of the Legislative Council, last week. Following is the opening paragraph of the address:-

In the memorandum, which has been circulated, there is a statement of esti- mated assets and abilities at the end of this year. In this statement the str plus amourts to nearly 963 million, of which 15 million will be liquid. After providing forf existing commitments of $2 million our available cash surplus is estimated to be 28 million at the end of the year. The estimates for 1923 which are laid before you to-day forreast, they stand now, a deficit of approximately of these $3/4 million, I. after revision of estimates during their progress through this Council that excess of expenditure over revenue still obtains, our available Cash surplus will easily be able to stand the strain and leave a handsome sum to meet unexpected calls on our resources. I think I have satisfactorily demonstrat ed the fact that the financial position of the Colony is sound.
SAIGON EICE MARKET. Messrs. Wn. G. Hul & Co., Ltd., of Saigon. in their circular dated 1st October, say

"The Common Law' which begins a four days' run at the Queen's Theatre. to-day is a thoroughly bigh class feature in every respect and everyone identified unstinted with its making deserves
praise. It represents just what present day picture fans want. Romance, pop, a bit of spice here and there, beautifus! women and gowns, lavish sets and mora romance. All these ingredients are pack- ed liberally into the 1924 version of this famous and widely read Robert W. Chambers' novel. It is a love story of a model and artist who, madly in love but separated by the gulf of different socialy cante, are about to resort to the "common law when a stern parent gives in and a proper marriage follows. THE CORONET.
Mabel Normand's admirers and cinema- goors in general will imagine themselves transported to Mexico when "Suzanna," the petite stär's latest picture comes to the Coronet Theatre this evening as the feature attraction for the next few days Produced by. It can safety be said that of all the stories selected or specially written for Mabel Normand, none, perhaps,, has offered her the same wide scope to show her character and artistry as does "Suzanna."
