[FROM THE ROATI YEW'S AGENCY, } The Russian Volunteer Fleet ("Dobro Bot") was founded in 1578, on the basis of popular subscriptions. By 1914 i had grown to be a powerful mercantile. exterprise owning 'n largo feet of ocean- going vessels, considerable money re sources, as well as valuable property both ia Russia and abroad. The Rag of the Russian Volunteer Fleet was well-known in every port, and its offices and agen- cies, to the number of 34, were spread over the whole world.
The Volunteer Fleat was the instigator of the opening of direct maritime routes to the Far East (Odessa to Vladivostock), which have played an important part in the development of Russian trade with the Far East. At the same time, the vessels of the Volunteer Fleet' instituted regular services between Vladivostock and the Russian shores of the Okhotsk and Behring Scos, making, possible, both wa closer linking of the Far Eastern ports one with another, and creating a valu able connection between them and Vladi- vostock; and consequently with Central Russia. Further, the establishment' by the Dobroflot of express services between Vladovostock and the ports of Japan and China has served as a continuación of the great Siberian waterways and given them international" significance as n means of transport. For some time, also, the Volunteer Fleet maintained its own western line from Libau to New York, serving chiefly for transporting ; emi- grants
At the outbreak of the war in 1914 the Volunteer Fleet controlled 15 steam- ships with a total tonnage of 108,000 tons dead weight. The following figures give some idea of the financial position:--

By the decree of the Supreme Economie Council of January 11th, 1999, the Valan. teer Fivet was called upon to resume its activities. With the addition of new members to the Board of Management, operations began on February 16th, 1929. At that time, the new management had control of only three vessels (and that conditionally, for they were mortgaged) in Chinese waters. with a total loading capacity of 8,314 tons. The greater part of the immovable property stood in need. of extensive repair, and was under the control of various authorities, while in the Far East the whole property had been, seized by the White Guard organisations."
