The Premier of Canada, Mr. Whe kenzie King, opened the Arst of a series of political meetings on August, 18th.
Referring to the attitude of the Gov. ernment towards inter-Imperial rela- tions, the Premier, noted the important developments of the past three years, and said:
We have maintained that the day is past when Canada should, in her rela tions with the other parts of the Empire. not excepting Great Britain herself, take the position of a colony inferior in status. While we have not claimed that our interests or our powers are in any degree comparable to those of the Motherland, we have contended that to the extent of our interest in inter-Im- perial, as in all partnership arrange- ments, we are entitled to have our voice ...$31.00 heard, and that in matters of foreign $20.50 policy, no less than in those of domestic concern. there should not be taxation without representation. Old and tried principles of responsible goverament which have provided a solution through- out must continue to be applied alike at home and in regard to foreign affairs

An essential feature of the Imperial situation to-day is the transformation of what was formerly the Empire in the old sense, with a central government' in complete and unquestioned control over subordinate colonica and plantations overseas, into a league of free and equal nations, a Britannic league or commu nity of nations under a common King. That transformation is practically, though not absolutely, complete in domestic affairs. It has gone far, though not so far, in foreign affairs. Bat it is going on, and must go on in one field as in the other. Responsibility for for- eign affairs cannot be separate from res- ponsibility for domestic affairs. The res ponsibility of the Government cannot be Jimited.
The Premier said it was necessary in working out the problem to distinguish between matters which were of primary interest to one part of the Empire and 'should be settled by it, and those which were of interest to all or some parts, and should be settled by common consultation

WHITE MEN AND THE TROPICS.
Professor J. W. Gregory, a traveller in many climes, in his address to the British Association. at Toronto recently commended the Tropics as a home for white men. He was opposing long-stand- ing opinion, as, indeed, the President

When the great rush of immigration to Australia began last century, the belief was almost universal that the tarrid zones should be left to the coloured races, and for fifty years policy followed that opinion. In 1688. Benjamin Kidd, a writer at least well informed, spoke of the attempt to ac climatize white men in the Tropics.as a "blunder of the first magnitude." More recently Lord Olivier has maintained that tropical countries are not suited for settlement by whites; and Mr. R. W. Hornabrook declared that to send whites from Europe to tropical Australia was nothing short of a "crime." The general distribution of mankind sup- ports the popular belief, since, us a rule, the white race has occupied temperata climes and has left quatorial regions ta coloured people. But medical opinion in veezing towards the view that not physiological constitution or physical conditions, but had babits, bad sanita- tion, aud preventible disease have been the enemies of white settlers in the Tropics. Dry bezsin not in itself inimical to white man or to black man, for the body can adjust itself to tempe ratures far beyond those met with in any habitable regions, and in actual fact. the hottest areas are often the healthiest. Agra is more healthy than Bombay and Colorado than the Mississippi valley. Moist heat is trying, but Calentta sup- ports a large and vigorous European Population. Careful observation has dis covered that white labourers, such as boilermen and stokers, surpass coloured persons in their endurance of" fatigua under extremes of moist heat. Artinie rays orc now regarded as one Nature's most potent healers; their ex cessive fierceness can be mitigated by white or suitably coloured clothing, and certainly there is no physical reason why a black should be more résistant than a white, skin. A committee of the Aus tralian Medical Congress, after cabaus tive inquiry, including comparison of the blood of children born and bred under tropical and temperate con liticns,. has reported that no inherent or insuper- ablo obstacles, bar the way to the per- manent occupation of tropical Australia by healhy indigenous white race.
