On landing at Southampton, Mr. Baldwin declared, in an interview, that he had alrendy seen red the best and indeed the only possible terms from America.
After this statement, which pre- judged the Cabinet decision. the new Conservative Administration either had to break up or accept the Baldwin terms.
The Spectator on May 20th, 1928, con- gratulated Mr. Baldwin .00 having achieved the American debt settlement off his own but--and in defiance of the views of his chief. This statement was never contradicted, and is confirmed by other published utterances of 3fr. Bonar Law beth in the Commons and outside. Mr. Baldwin is thus personally, and practi- cally solely responsible for the greatest Spancial blunder in British diplomatic history. He has tied a millstone round the neck of the British taxpayer for the next two generations. He threw away the one diplomatie weapon by which we have obtained. with America's an interest and assistance; substantial i
