ASTATIC BUILDING.

BRITAIN'S HOUSING SCHEME COST.

ESTIMATE OF £800,000,000

UNIONIST EXPERTS FIGURES.

Much comment is made in Parliament- ary circles on the housing proposals of . Wheatley, outined in his etreniar letter to local authorities. Criticism is mainly concerned with the vast expend ture of public money that will be involved in the payment of a subsidy of 213. 10. per bouse for a period of forty years. The State contribution is to be fixed at £9. and that of the local authorities at £4 108.

Members of the Unionist party who have expert knowledge of the housing problem estimate that under Mr. Wheth ley's proposals the capital sum required For 2,500,000 houses will be over £600,000,000, divided is follows:

State contribution ....... £102,000,000 Local authorities" "contri-

tiou

£901,000,000

Totalous,000,000 Sir Kingsley Wood, M., in the course of an interview, said: Account must bu taker of the possibinty that Mr. Wheat ley's proposals will necessitate a lower- g of the rent of houses already erected under previous Government schemes. If .......s were to happen, it might involve' further big State contribution, because Mr. Wheatley has promised the local authorities that any loss in this connec tion shall be borne by the State alone. It is interesting to observe that both the Minister of Health and the local authori ties have agreed that the rent of the new houses is to be based on the standard of the present reats for pre-war houses. This involves the adoption of a provision of the "Rent Restriction Acts that there shall be a 40 per cent. addition to the rent of pre-war houses. It is a somewhat Signincant proposal in view of the claim that the Labour Socialist party stand for reduction in the present rents, and it

Gaverument did may explain why the desire to express their opinion on the provision in Mr. Gardner's Rents Bill to

decrease IR rents. Whether

a considerable number of local authorities will be able to bear the in creased cost involved by the scheme is a matter of much doubt. I would have

REVIEW.

Tau Gentienten of China--By," LADY“,

HOSTE. (Seeley Service & Co, $19. China is well to the front in publishers' lists. Diplomats, soldiers, socialists, mis sionaries, all have written about the Land i of the Celestials, each from his parti eular point of view. Clobe-iroiters, too. base deluge us with their impressions. But the majority of these writers know | mors about China than they can se

of it, and some of them not even as much. Uh the whole, there are not

many really helpful books for those who would try to understand the Chinese themselves, apart from the material potentialities and polities of their country. Lady Hosie's book is a valuable addition to the short! list. It deals with the family life of the upper cheses. She writes from inside knowledge, for she has lived among them and stayed in some homes as one of the family. She describes with great charm the domestic life of two high officials, Lo Ta J and Kung Tu Jen, both of the cultured gentlemen," and writes sympathetically of racial idiosyncrasies, quaint misunderstandings, and customs. Lady losie is the daughter of Professor Scothill, born in China. After her course at Newnham she came back, in 1912, with Mias Bowden Sm.h and opened a school in Peking for girls of the aristo cratic clases. But the Revolution, which broke out a month Inter, interferred with the scheme and brought about the visits recorded in fier book.

This is a delightful volume. It is one of the few that must be read by every serious students of China and the Chinese. And he will add to his know- ledge not only without trouble but y adding to his pleasures.-A.G.M.
