The effect of such a practice has been that! shipowners have, in effect, accepted goods for transport as being in apparent good order and condition when they were, in fact, not so; and then, shoul the consignes demand payment for dam-- age from the carriers, tar latter were able to recover from the shippers, der the letters of indemnity; the amount of their payments. To many shipowners- indeed, it is to be hoped, to most-parti- cipation in such transactions must be re volting, and it was to put a stop to such' a system that the resolution was approv ed at the International Shipping Confer enco last week. This is clearly a matter in which the best hope of a rrunedy is to be found in the development of a healthy public opinion.
