SHIPPING NOTES. WORLD SHIPPING CONFERENCE.
SAFETY OF LIFE AT SEA.
Fourteen rustries are represented by 100 delegates, at the International Ship ping Conference in Leathersellers' Hall, Lunion. The donference is dealing with subjects of interests to all fiations engag el in the business of maritime transport. Sir Alan Anderson,, President of the Chamber of Shipping, occupied the chair;; and, in offering a welcome to Dominion and foreign delegates, said that since the last conference three years ago, inter- national commerce and shipowning, had I in the throes of severe depression. It was an advantage from the standpoint. of international trade that the hip- owners of 14 great maritime nations should meet to discuss commen problems and to decide on the lines of advice which bould be tendered to the Governmenta concerned, with the object of bringing about a revival of trade.
Sub-committees of the conference had had under consideration since the last meeting in London many problems, pra- minent among them being that of safety of life at sa Shipowners were unani- mous that the unsinkable ship was a myth, and that the one absolute safe- guard at sea was vigilant navigation, though it was recognised that bulkheads and other precautions might mitigato disaster if regulations were wisely fram ed. It was evident from the reports on the subject that shipowners generally held the opinion that the existing rules were less efficient, and placed greater than birdena on the shipping industries
werd.necessaLTY,
One of the most important of the other. questions which had been under review was Ang discrimination. Twelve months ago the bankers "and merchants of the world, at the International Chamber of Commerce at Kome, condemned flag dis crimination and in the interest of tha world's trade begged that the seas.might still be free. Six months later reprsenta- tives of many nations assemibed, at Geneva, agreed on a convention which condemned Bag discrimination. It re mained for shipowners to express their opinion on the subject, and to decide how they could best obtain the support of their Governments to prevent that dis crimination. which denied equal, treat ment by one nation to the shipowners of another.
