THE "RECOGNITION OF RUSSIA,

Thing are moving rapidly in the doma1u of Government in many directions" since the Labour party came into office. This most notable event of the week in this connection is the formal recognition of the Russian Government, or, as the official communication states, of the Union of Soviet Socialist Bepublies. To a sense, nobody here is altogether sur prised because this was one of the first, things on the Labour programmé. Geno- rally speaking, recognition now that t has been publicly avowed, is well récely- ed in England, although it is only right to state that in certain quarters a note of hostile criticism is sounded in the Press.

On the whole, responsible opinion is rather gind that at last a definite step has been taken to try to solve the im mense problem presented by the present state of Russia. This problem-how to tackle the restoration of Russia, to pull the country out of the murass and set things going again, and to bring the Russian people once more into the comity of nations-is one of the two essential things that must be accomplished as a preliminary to the restoration of Europe. The other task is that of Germany, Low floundering in Gnancial difenities, com- plicated by the misguided policy of the Freuch

There is a great deal of loose talk about recognition." But it is a mis- take to suppose. as some writers are dis posed to do, that the Labour Government here are prepared to forgive and forget, and propose to live happily ever after like the fond lovers in the story books. All that is meant by recognition in the ärst place is to make the relations of both countries of such a character that normal intercourse will be possible be tween the two Governmeats.

The invitation to the Soviet, which, was accepted with alacrity, to send a diplo matic representative to the Court of St. James is acknowledgment by Britain of the Soviet as the de jure rulers of Russia, and. farther, it carries the im- plied condition that, the existing treaties! between England and Russia will be automatically renewed. The treaties made under the Tsarist frime bold good. Moreover, all questions respecting debt claims between the two Governments nod their respective nationals are to be settled at a conference in Loadou at the earliest date possible

Mr. Ramsay MacDonald's proposal to recognise the Soviet Government first, and settle outstanding differences alter wards, is a bold policy which may or may not be justified; but it has this in its favour, that it ends the deadlock that has existed until now. There is a hint of giving Russia "credit" facilities, but this is necessarily vague, and no British Government could go far along that road. because it is for the Russian Gover- ment and people to show that confidence in there on the part of British basi- Less interests would not bo misplaced. Hitherto it has been the policy of the Coalitiga and the Conservatives to exact piedzes from Russia first and necurd re- coguition afterwards. We shall soon see whether this or the Labour policy is the. more statesmanlike.

THE PRIME MEXISTER at Chequers.-

This week. Mr. Ramsay MacDonald spent his first week-end at "Chequers." the famous residence bequeathed to the nation by Lord Lee of Fareham for the use of every Prime Minister. I believe the visit may be regarded as something in the nature of a trial trip. The Pre- mier was undecided whether he would' spend his spare time at the old house. as his predecessors in office have done: but it seems that the charm of "Ches quers has prevailed, and he means to follow the example of Mr. Lloyd George, Mr Boour Law, and Mr. Bald. win.

There appears to be some miscere tion about the artargement by which Chequers in the custry home of the Prime Minister for the time being. It. is, generally thought that it costs the Prime Minister nothing to stay there. As a matter of fact, he has to meet. certain charges, although nothing like what it would cost in the ordinary way, because Lord Lee of Fareham when he gave the place made certain provision for upkeep, fr. MacDonald's indecision was probably due to the consideration whether he could afford to live there at week-ends.

With regard to this subject, & very interesting story, is now being told to the effect that the last time Lord Lee of Fareham atayed at Chequers"-the in- spiration came to him to offer it to the nation, because he foresaw the time was coming when a Labour Government would take "olice composed of men who only knew the life of the towns. So be deter- mined to give facilities whereby a Labour Prime Minister, absorbed in urban prob lems, should get away, and absorb the spirit of the English countryside.
