Tokyo, February 19th. Some hitte mortse ago the police of Tokyo made an extensive round-up of Socialists in the capital on the suspicion that they were implicated in a com- remunistie plot against the State. Twenty- aine persons were held under arrest for some time, being afterwards released on bail, but the result of the preliminary examination into the affair bas only just been concluded, with the result that these FOR Socialists have been committed for trial early in April.

Sir Peter Rylands, proposing The London Iron and Steel Exchange," ferred to the depreciation in the Con tinental exchanges, and its possible effect upon British industry. Manufacturers, he said, desired to be most sympathetic with those who wished for the extortion from Germany of the largest possible reparations. But British steelmakers had the uneasy feeling that those repara tious would be paid in steel billets, rods, sections, girders, and things of that des cription, extremely desirable, no doubt, to those who handled such products, but which would largely increase the volume of the steel manufacturers discontent So they were torn between the desire to alleviate the hardens of the British tax payer and the desire that that allevia tion should not be exclusively at their

expense.

According to the statement issued by the Preliminary Court these men aimed at the establishment of Soviet rule in Japan by the abolition of capitalism and the transfer of all political and economic tower to the proletariat.
