Mr. Wheatley said he had been called into the Government to assist to selve the housing problem. Housing conditions were a standing disgrace to every Ges ernment that had been in power during the last 30 years.

It was no exaggera- tion to say that as useful as noble, as clean a people as lived in the West End of London were being compelled to stew Formom Channel to-day in single apartments in Glasgow and Lanarkshire. It was also true that thousands of infants were born every year into what were ready death-traps, and that millions of our people grew up crippled, morally, mentally, and because of their struggle those conditions in their infant years. They had inherited all those things, not from a Labour Government,. but from an order of society which, in

Labour was in offices and was going into power, not to demonstrate that Labour men whe bad worked in the mines, fac- tories, or milis were as-capable as "tho men who had been produced at Oxford and Cambridge nothing of the kind- they were not up against the failure of тел. The men who had been ejected from office were a very capable set of go, but they failed because the prin- ciples they applied to the problems of today were not suitable to the work that those principles bad to execute If be was to solve the housing problem-and, big as the job was, he was not afraid | of it then necessarily he "must adopt! methode that had not been adopted by any people, equally clever, who had tried to solve it and had failed. He was not! in a position to say what the Govern ment's policy was. Indeed, it would be untrue to say, and unreasonable to ex- pect, that the Government had made up its mind or the methods by which it would tackle this or any other problem. But he could promise them that the Government would not be long in office before they know what their policy was on housing and everything else. (Cheers.)

THE OF THE COUNTRY'S CREDIT, Although they had no policy framed, there were undoubtedly difficulties in the way, and these difficulties they had to face. There were difficulties of finance, difficulties of Gnding labour, and difficul tics of finding materials; but to him there seemed to be to insurmountable difficulty, given the good will and deter- mination of the British people. (Cheers.) They had had during the last three years a million and a half people unemployed. There were in Glasgow alone 30,000 boy's who had left school and beep unable to find employment. Surely it was not beyond the wit of modern politicians to find a method by which the credit of the country should be used in bringing these idle men into touch with the building materials, which would enable them to lay down withdra a very few years a standard of housing conditions essential to a healthier and purer state of life. The problem was how to do that in face of an army of people who were out to exploit the neces sities of the nation for their own private h profit. KOUSZE IN MILLION."

The people, if they were in earnest about the housing problem, had to begin to think of houses in millions. It would by physically impossible within a brief, period to produce the necessary houses, but he would seek to turn the tendency from the downward to the upward path. They were told that the workers in the building industry were so utterly selfish that, although their numbers were not sufficient for his purpose, they would stand in the way and prevent houses "being erected. What justification was there for that slander on the working blans? Whenever it was necessary for the working class to make sacrifices such na they might be requested to make here, the ruling class of this country had taken advantage of their honesty and created, deep suspicion. The dilutee of engineer. ing was used to bring down the standard of living of the engineers: While Dr. Addison was attempting against fearful dds to erect houses an appeal wast made to the bricklayers and plasterers and others to allow unskilled labour to do work ordinarily done by skilled labour The oporativos resisted the suggestion, and history had shown that they acted wisely, because soon afterwards Dr. Addison's cheme was thrown over, and thousands of skilled building operatives were thrown idle.

Mr. MacDonald had said that if tho trusts came between the "people and houses the Government would break the trusts. Mr. MacDonald's promise was good enough for him. (Cheers.) He was going to lay down the general principle. that no section of the people should have the power to enrich themselves out of the scarcity and poverty of the com. munity. He had no doubt that the (Continued on next column).

that kind. While he was responsible for the housing of this country the trusts would not rob the people. He was coa- Edent that if the British people were prepared to support him in a reasonable scheme for t¿ solution of the bousing problem, then he would put that problem on the way to solution, given a reason- able period in office.
