From & P-14,778,599.99 deficit for 1929, the Philippine Government was operated in 1923 with a deficit of only P.,316,232,15. P.67,581,727.31 represented the expenses while income amounted to P.65,268,495.13 in 1923.

Last year's deficit was prevented from swelling into more millions by a policy adopted by the Government of not spend- ing money when not available, and by rigid economy in deportments

A strict supervision by the Insular Auditor over the relvan of funds has help- ed in keeping down Government expenses.

There was laid on the table of the Legis- lative Council at Singapore last week a new Indenture made between the Gover-: nor and the Oriental Telephone "and Electric Company, signed on September 25th last. Original indentures were made In 1993 and 1817:

Under the new indenture the period is extended to December 31st, 1964, with option to the Government to purchase at the end of 1944 or 1954, on giving twelve. months' notice. The terms of purchase are ket forth, but, if the property is still beld by the Company at the end of 1964 no- thing shall be paid for compensation, but only the value of the property and plant in situ.

The licences are not to charge more than $175 per annum, for business lines within two miles route distance of the Company's central exchange, or more than the existing charges for all other lines. This is subject to revision in 1976 and each subsequent five years, with power to appoint, arbitratore, such arbit rators to work on the assumption of the average returas of such businesses in the East, and providing 9 per cent. for de- precation and reserves,...
