The enormous growth of street betting. its increasing prevalence among women, and the wiles of street bookmakers are all dealt with in the report of the Select Committee on. Betting Duty, which, to- gether with the minutes of evidence, was published last month by the Stationery Office.

on betting is practicable, and ex- plain that the impending dissolution of Parliament preventeil them from sui- ciently considering the remaining para- graphs of the chairman's (Sir Henry Chutley's) Draft Report.

In referring to the elaborate organisa- tion of street bookmakers, the report states: So prevalent is street betting that the street bookmakers in the neighbour hood of large factories... employ cre or more of the employes to collect hetting slips for them from his fellow workmen ւորմ women. Indeed. it is stated that there is scarcely a works is the country employing more than 20 workmen where. one is not a hookmaker's agent, and this your committee believe to be near the truth.

"It is certain that the street bookmakers are so thor- oughly organised that within recent years they and their agents have begun a syg. tem of canvassing the homes of the arti san classes, mainly between 9 and 11 a.m. (before they perambulate the streets), and inducing the women to bet. This is most pernicious, as it can only be done out of the housekeeping money and.. probably without the husband's know ledge."

Each betting agent is provided at the expense of the book- maker with number of outlookers (often four or five) whose sole duty it is to watch the police and warn the agent of the presence in the vicinity of any police- man or of any, stranger who might pos- sibly be a policeman or detective in dis- guise. It is the duty of these outlockers to make themselves aware of and defeat the ruses of the police, and in some cases they even attend the police court so as to make themselves actinted with the features of any new detective or police 271 officer who may have a case of street betting in their district coming on for hearing.

They readily learn the business and some take to bet ting themselves. It is not possible to say the extent to which this is carried on, but it is undoubted that bookmakers will and do bet with children, and your Committee had evidence in one case that in a London elementary school boys of ten and twelve were buying Hall's Tips.
