Loss. February 18th. Men engaged at practically all ports in Great Britain, to the number of 120,000 are expected to cease work, at mid-day, but negotiations have not ended.

A final effort to obtain an agreement is being made during the morning.

In the event of a strike all sea-going goods traffé will he immediately paralysed, and if the stoppage continues for some days coal mines will be thrown ille. Other industries will be afected.' A fand problem is bound to arise, accompanied by increased prices.

Dock work, however, nominally ceased

Saturday afternoon and Sunday ;; hence, the full effects of the strike will not he really felt until Monday, so there is still an interval in which the mediatora will strive to end the dispute.

In the event of the strike extending to include all workers of allied unions, a total of 1,900,000 workers will become Affected.

Following conferences throughout the day, which were interrupted by several adjournments, negotiations in the dock dispute broke down.

The leaders announced that the strike, which started at noon, will continue.

In the course of a speech, Von Hoesch said he was fully conscious of difficulties in the way of improving the relations of the two countries, but he would devote all his efforts to achieving progress in the solution of the great questions on which the future of Europe largely depended.

M. Millerand replied, welcoming the choice as Ambassador of so skilled a diplomatist, who was personally acquaint ed with the wishes of France, which could he summed up in the words "Respect for Treaties."
