The British Government could not refuse to recognise Lenin's administration as the Russian Govern ment, and at the same time expect Lenin to shoulder the obligations of the Russian Government.

What was contemplated was a political conference in which the ereditar nations of Russian shonhl put forward their daims, and Russia should put forward her reparation claims on account of the Campaigns of Koltchak, Denikin, and Wrangel, which had been supported and largely financed by France ntxi Great Britain. The conference was never held. and the position now is what it was in 1991.

The British Labour Party holds the same views about "debts as any other great British party, and has no sympathy with the economic theories or practices which characterised the Russian Soviet Government from 1917 to 1991. Mr.

in recognising Russia de jure, would insist on the re- ciprocal recognition on Russia's part, of the State debt. No issue will arise here, because there is reason for knowing that the Russian Government sticks to what it said in 1921. The rest will be a matter of business arrangements, although a re-i parations complication will have to be faced.

ARMY AND NAVY RULE

EFFECT OF EXECUTING MINISTERS. Mr. G. Ward Price writing in the Dady Mail says:-

From the dawn of history the Greeks have been a prey to political faction. But the adversity into which their conn try fell as a result of the defeat last year of King Constantine's schemes of con- quest in Asia Minor has intensified the internal differences which embroil them.

The rout of the Greek Army by the Turkish forces under Mustapha Kemal was followed in September, 1922, by a re volution, led by Greek naval and military officer, which brought about the abdi cation of King Constantine.

This was followed by the court-martial and execution, under particularly bar- barous circumstances of M. Gouvaris, the

-Prime Minister, together with Ave. other former Ministers, and Genera) Endijinnestis, the defeated Commander- in-Chief.

As a result of "the executions the British Minister was withdrawn from Athens, and the Government of King George, the son of the exiled and now dead King Connecting, has not been recognised by Britain.
