By that time there were in all 20 Government mints located in seventeen different provinces. Indiscriminate issue ultimately led to the flooding of the money market with a variety of coins differing from one another in weight and firencas To check this currency chaos the Board of Revenue forbade the estab lishment of any new mints in the pro- vinces, and issued orders to the provin cial mints limiting new coin issues. This step, however, did not prove adequate to remedy the confusion, and the Board had to

resort to more far-reaching reforma. In 1906, at the instance of the Board, an Edict was issued, reducing the number of mints in the country, to nine. The mint in Shantung and that at Tientsin were merged into one, those in Human and Hupeh, in Achwei, Kiangsi and Kiangan, in Chekiang and Fukien and in Kwang- tang and Kwangsi were similarly dealt with. The mints in Fengtien, Horan, Szechuan and Yunnan were retained.. They were all placed under the direct con- trol of the Board of Revenue Attempts were then made to standardise - coid issues. The mint at Tientsin was made the Head or Central Mint, which issued a set of new, uniform moulds to replace those used by the provincial mints. An official system was drawn up for the Government minte. For the Tientsin mint, a Director-General, under title of Chicato, and a Co-Director were appoint- ed, and for each of the provincial mints a Chief, known as Chung-pei, and an Assistant Chief. The chiefs of the second elass mints are officials of the Recom- mended" Class, ranking one grade lower than the first-class mint chiefs.

An Ordinance governing National Cur- rency was promulgated in 1914 and, in pursuance of the injunctions of the Gov ernment the Tientsin Central Mist first issued the Republican dollar, which bears the effigy of President Yuan Shih-kai on one side and two rice ears on the other. Ia 1915, the minta at Nanking, Canton and Wachang alec turned out these new dollars. For the purpose of standardian- tion, the provincial mints got their moulds from the Tientsin mint.
