It had always been assumed. Mr. Baldwin said, by their opponents that whatever fiscal change might do for other industries it would spell ruin to the ship- ping industry, Mr. Loyd George declar ed that our shipping was comparatively greater than that of any other country in the world.
It was quite true that still we held the leading plice, but our position was being. and had for some time past been, steadily undermined by nations whose industries had grown to manhood under varifi
British Empire shipping still holds the first position, but its position throughout the world is relatively_jess strong than it was before the war. Th British ships, amounted to 443 per cent. of the world going steel and iron steam tonnage. Now it stands at only 3 per cent.

Alluding to the Ship Subsidy Bill in- troduced in the United States last year, Mr. Baldwin, said iz was a highly signifi- cant testimony to the tradency in foreign countries--a tendency which he confessed filled him with apprehension. He could quote olby instances of the shipping policy of Franes, Italy, Rumania, Turkey, Chill, and Pern.
