The Treaty of Washington, of which Sir John Macdonald was a signer disposed of a number of disputes between the United States and Canada. Everybody knows that the decision of the Alaska Boundary Tribunal reached by the vote of Lord Alverstone, the British repre- sentative, who agreed with the three American members, was intensely un popular in Canada. but the Canadians accepted it. SERVICES CONTRACTUELS DES MESSAGERIES MARITIMES.

Mr. Secretary Hughes reminded his bearers that, under the treaty of 1900, an International Joint Commission was created. with power of investigation and report on matters within the purview of that treaty, and he suggested, as his "

personal view," a permanent commis sion of our most distinguished citizens." Canadian and American, which would report the facts in all questions tea to the bearing of action by either Govern- ment upon the interests of the other, to the end that each, reasonably protecting its own interests, would be so advised. that it would avoid netion inflicting un- necessary injury upon its neighbour. Questions of that sort will arise every. now and then; will be more numerous presuntably, as the commercial relations, between the two nations continue to grow. Such a commission might cause harmful legislation at Ottawa or Wash ington to be postponed or abandoned At any rate, Canada is practically as free as the uited States to negotiate and we may he sure that the habit of settling there differences by negotiation and arbitra tion, the habit of good-will, of peace, is too strong to be broken.

U-BOAT DOCK TO BE

BROKEN UP

The huge steel floating dock for testing submarines, one of the engineering won- ders of the war, which was constructed for the German Navy, and which came into the possession of the British Ad miralty on the cessation of hostilities, Mesara. Cox and Danks, iron and steel has been bought from the Admiralty by merchants, of Regent street, for breaking up at their depot at Queenborough. The towed to Queenborough by three power- dock, which is now at Harwich, will be

ful seagoing tugs. The voyage will begin shortly, and it is hoped that the dock will reach Queenborough the next day,

Some ides of the great size of the dock. whole structure weighs 5,000 tons, and may be gained when it is stated that the that, if it were placed in Northumber and-avenue, it would more than fill that thoroughfare and extend into Trafalgar square on one side and on to the Ein- bankment on the other. It has a total length of 412ft and a breadth of 131ft. Its outstanding feature is a great cylinder for the reception of the submarine for testing purposes. When a test was made the dock was submerged, and the sub- marine was introduced into the cylinder, which is 40ft in diameter, and runs, the whole length of the dock. There is space in the dock for berthing two other sub- marines, one on either side of the cylin- der. The whole of the mechanical opera Bians connected with the structure are controlled from one room or cabin, this control room containing, like the conning tower of a submarine, all the devices by means of which the raising and submerg ing of the dock are controlled.

dey

It is believed that the dock is the only one of its type, in existence. It was signed by a Hamburg engineer, named Von Klitzing The plans were rejected hy the Russian Government, to whom they were first submitted, and in 1018 the deck was ordered for the German Navy. Its construction, however, was delayed, and it was not until the summer of 1018 that it was completed. Many engineers would probably like to inspect the dock before it is broken up, and Messrs. Cox and Danks are prepared to zive facilities for those interested to view the dock at Queenborough. The firm are at present breaking up the Dreadnoughts Erin and Orion, which they bought from the Admiralty."""

The Earl of Dncte, who is nearly 90 years of age, arrived at Liverpool, laat month, from Australia, in which country ho has spent the greater part of his life, It is his lordship's intention, to spend the remainder of his days at his family seat, Tortworth Court Falfield, Gloucester.
