commendations in relation thereto, We are of opinion that this Comunission of Enquiry had three main objects, viz. :—
1-To endeavour to ascertain what causeil steam lamuch Fe Din Yet to capsize in the Southern Fairway of Hongkong Harbour at 10 p.m., on 8th July, 192, as a result of which, some twenty-five persons, lost their lives.
2-To examine, fata and report i this launch was a good and prop launch for the service she was engaged in,, ap to July 8th, 1923.
To make practical suggestions and recommendations with a view to pre- venting if possible,u recurrence of such a disaster.
CARSE OF CAPSIZING.
L--We and that the capsizing of this launch was due to the following reasons: (a-Alarge number of passengers
with their baggage collected on the starboard side preparatory to leaving the launch which was then lying stopped in the South- ern Fairway off Salt Fish Lane. (b.)-A number of cargo dealers with their coolies came on board over the starboard sile at the same time as the passengers were pre- paring to leave.
The effect of this was to cause the launch to list heavily to starboard and to ship a large amount of water' with the result that she lost ber stability and sank alniost immediately.
As far as can be ascertained, the launch was carrying not more than eighty pus sengers (which is sotne fifty less than the maximum allowed by her licence) and fty piculs of cargo consisting of lichers, vegetables and salt fish.

We are af opinion that this amount BANKING-SHIPPING-TRAVEL. was not excessive, and that in all prob ability the disaster would have been averted had it not been for the action of the cargo dealers and their coolics.
- STABILITY:
2-All the technical evidence goes to prove that this launch had exceptionally good stability with a large righting mo- ment, thus making her safe but uneam. fortable in a seaway owing to quick roll.
'RECOMMENDATIONS.
3-(a)-Under existing regulations. any, launch or ship under 10 tons holding a passenger licence is entitled to carry passengers outside the Harbour Limits necording to the number specified in her licence.
We are of opinion that in fature. launches, carrying passengers to places outside the Harbour Limits "should be tested for stability, and if neckary ballasted in order to give them a greater margin of safety.
We consider this necessary, because of the common practice of Chinese pas sengers to. huddle together in any ot place to avoid wind, rain or sun.
(b.)-All direct openings to the Engine Room or "Tween Deck spaces should be provided with effective water tight coumings to prevent the ingress of water ansler normal conditions.
(c.)-No passenger carrying launch should ir future be permitted to embark or disembark passengers, or to load or unload cargo, in any fairway or at place other than at a wharf, pier, or ship, or nt such place as the Harbour Master may direct

Owing to the receipt of numerous complaints from patrons as to the incivility of various members of the Staff of the Hotels under the Management of this Company in Hongkong, such complaints being to the effect that "Cash" has been demanded in satisfaction. of Liquors supplied, and patrons thereby inconvenienced by not being allowed to sign "chits", we beg to draw the attention of our clientele to the terms of the Liquors, Ordinance, 1917, an extract, from which is hereby given
3-in this Ordinance
(a) "Cash" means any coins or notes current in
the Colony,
(4):
".
"Sale" includes any transaction in which intoxicating liquor is supplied for any con sideration whatsoever, direct or indirect.:
(1) Subject to the provisions of sub-section (2) of this no person shall sell any intoxicating liquor section, for consumption on or at any licensed premises.-
except for cash.
Sub-section (1) of this section shall not apply to the following:-
(a) any sale by the proprietor of an hotel to a
person residing at the hotel;
(b) any sale by the proprietor of an hotel of liquor to be consumed in the dining room of the hotel at one of the regular meals of the hotel or of liquor to be consumed in conjunc tion with any other bond fide meal for which a charge of at least thirty cents can be rea- sonably made;
(c) any sale in accordance with the conditions of his licence by the holder of a restaurant adjunct licencé.
Where, any intoxicating liquor is sold by a servant or employé in contravention of section
3 of this- Ordinance the employer, whether a natural person or a body corporate. shall be deemed to be guilty of an offence against this Ordinance unless he proves affirma- tively that the sale was against his express orders- and without his consent or connivance.
5. Every porson to whom any liquor is to-the knowledge of such person, supplied in contraven- tion of this Ordinance shall also be guilty of an offence against this. Ordinance.
