FACTS AND FIGURES" OF BRITISH TRADE.
HOW IS THE RUHR OCCUPATION AFFECTING THEM?

people have been decturing for some time BANKING-SHIPPING-TRAVEL, past that the French_secliption of the Ruhr disastrous to British trade,
That some injury aught has resulte to our trade from the reach occupation is a proposition so plausible this any uy he exrused for averpting it with. out question. I confies that until a few days ago it did not necur to me to doubt the statement. But the other evening 1 happened to be turning over the pages of the Trade Returns for the first six months. of the year, and one or two figures struck me that I begin a more detailed examination.
The conclusion I draw from that exam- ination
is that, if the figures published by the Board of Trade are orrect, the state- ments made by the politicinus and busi 1108 men who are now campaigning against France are seriously misleading. Tako first the figures for our total ports, already rejured in the Press.
The value of the British goods exportal to all parts of the world fell from £300,000,000 in the host six months of 1981 to £352,000,000 in 1922, but rose £383,000,000 in 1927,
If this increase in values had been due to a rise in pries the figures would have had little meaning; but prices in the cur- rent year are about the same na lust yvar and much lower than in 1921. Conse quently, to get the higher value in money we had to export a much larger quantity at gods, That means that there was a larger Talline of employınmaï for our work- people
Thus, while the critics of France assert that the cecupation of the Ruhr has pro- duced unemployment in Great Britain, the figures of the Board of Trade clearly indiente that our foreign tende has requir- ed an increased mount of labour.
TRADE WITH GERMANY. Turning trom these general figures. to. the particular figures of our track with Germany, a still more striking contrast is revealed between the statements of the anti-French propagandists and the pre- sumably impartial officials of the Board of Trado, If the occupation of the Buhr had done any serious harm to our trade, clearly that harm would be reflected in the figures showing the volume of British exports to Germany. Figures of our total exports to each country are only given by the Board of Trade once a year namely, in January; but the returns for the past six months do give, in the case of certain ommodities, a record of the amounts go ing to different countries.
Take first the case of coal.' In this case there is unchallengeable evidence that the French occupation of the Rahr has actu- ally benefited British trade with Germany. Our exports of enal to Germany rose from 2,823,000 toon in the first six months of 1999 to 7,004,000 in 1993. The miners" at any rate, have not been injured by the Ruhr occupation.
Take next our iron and steel industries. Among the important items of export are stool bars. In 1929 Germany took 97 tons; in 1923 she took 12.155 tons of Brit- ish-made steel bars.
plates
A smaller but still striking increase occurred under the heading of steel (black). In 1922 Germany purchased 2.418 tong; in 1993 she took 8,001 tons. A number of other classes of iron and steel goods, too small to mention in detail, show a similar increase in our direct trada with" Germany, She also increased her purchases of textile machinery.

in face of these figures it is not justi- fiable" to assert that our world trade has been gravely injured by the Ruhr occupa tion. Yet a very similar statement was recently made by a prominent commercial man. His argument was that the French, by Occupying the Rubr. had destroyed Germany's capacity to bay from other countries, and consequently those countries could not afford to buy from us. In par ticular, ho said:"Indin einnot purchase from us because Germany cannot pur chase India's sepřoducts, and so through- out the world.
