The proposal to confine the exemption to one particular was criticised by Mr. Wi industry Graham, the Labour member for Centrál Edinburgh, who was a member of the Royal Commission on Income-tax, but by the House generally it, was welcomed as an instalment of a much needed reform, and was agreed to without a division,

The latest move in connection with the United States Government's great ficét of stormers is that the "operators "; will put forward a plan ouder which they will retain possession of the ships, but reduce the cost to the Government The Emer gency Fleet Corporation is understood to be paying managing agents 4,000,000 dol lars a year in fees, in addition to which the overhead expenses of the corporation represent about 3,000,000 dollars.The now plan is still in the rinking, but it is gathered that the operation of the fleet will be directed from Washington. A solution is stated to have been found for everything except the traffic arrange ments. The Shipping Board has relieved the managing agents of stevedoring, and proposes to make its own arrangements in future for loading and discharging its own ships. This, it is computed, will entail a saving of 2,000,000 dollars per annum, It is also believed that by scientific firing of the boilers and p careful selection of chief engineers, ap preciable economnes in fuel outlay which are, of course, fremenilous with an. active fleet of nearly 400 vessels may be effected. There is at prescit, no indica tion as to what will be done with respect to the foreign agents of the board, “buz it is believed that an attempt will bà made to reorganise this branch in order. to make the whole shipping enterprise.
