THE COTTON TRADE.. CONTROL SCHEME ADVOCATED IN LANCASHIRE.

An important development in the critical position that has arisen in the Lancashire Cotton Trade took place on June 14th, when the Provisional Emergency Cotton Committee decided to ask the Federation of Master Cotton Spinners Associations to assist in the establishment of a cotton trade control scheme.

A letter, that was sent to the Federation pointed out that the" Emergency Committed bad discussed the question of the minimum prices which the Federation has asked the spinning trule to obtain. From experience of the members present, it was clear that those prices are not being main- tained. Indeed, members are truly con- vinced that the fixing of prices on sales of yare is being made at 1d. per lb. below the official minimun, whilst the members of the trade, who are standing out for Federation prices, are doing no business at áll.

We are, therefore, approaching your! Committee to ask whether it would not consider it to be wiser, instead of continuing these half measures, to take up the whole scheme of the Provisional Emergency Committee before, it is too late to save the industry, and assist in the creation of a body which would be in a position to make its decisions Uluding on the trade.

"We are so impressed with the dangercus position in which the cotten trade finds itself to-day, but we appeal to the Federa tion Committee to give its most earnest consideration to the question of supporting the proposals of the Emergency Committee in their entir ly, and to give its co-operation in the establishing of an Advisory Board, consisting of representatióes of spinners'. manufactures and operatives'organisations. Quce this body is formed, stulistics could be obtained which would caulis the pro- duction to be scientifically regulated to the demand, and the means would be in-exist ence for bringing the whole trade into line and securing profitulado e pæðitigis."

At the Electric Light Association Cons veutic mieting in New York, last month, a project was announced for electrifying the whole of the United States. The scheme would cont aloit $1,000,000,000, and would include the electrification, of all railways, street frans portation lines, factories, and other power-using units in one immense gy8- temi.
