LORD ROBERT CECLL FAVOURS LEAGUE INTERVENTION.
LONDON, May 10th. Last night's debate in the House of Commons was brought to an end by Lord Robert Cecil who said he regretted that Franco's attitude had made joint action impossible, and declared himself a convert to intervention by the League of Nations.
The bulk of the debato concerned the Saar Valley, which is entirely, distinct from the Ruhr question, because, while the Ruhr and Rhineland are purely matter of Franco-Belgian administration, the government of the Saar Valley has been the chief example in Europe of the League of Nations' administration.
