After the war the Admiralty tried a scheme for employing its trawlers in fishing to help ex-Service men. Tho achome was a failure, but the precisa loses have But been cższlised.
The Treasury wrote to the Admiralty as follows:
"It appears to have been anticipated that a considerable protit on the scheme would result to the Exchequer, whereas in fact loss of £70,000 (and probably more) has been incurred. My loris note that it is held that the adverse results of the fishery season were entirely unexpected. They are somewhat surprised at this statement, as the fact that the main markets (Hussin and Germany) fur herrings were not likely to buy in any large quantitica must from the first have been sufficiently obvious.

has been incurred on the scheme is evid eatly due to a misreading of AdmiraltyTWO letter of October 5th The figure of £70,000 tentatively mentioned in
that letter referred to the whole of the
operations undertaken by the Ministry since the first drifters were lent in September, 1910, and not merely to those connected with the temporary employment of the trawlers re- served for sale to the Co-operative Society.
"As regards the reference in the lotter under reply to the Continental herring trade, I am to observe that the trawling industry is not dependent on this market, us fishing for herring is carried out by drif ters and not by trawlers.
"Unfortunately considerable delay occurr ed in bringing the matter to the notice of the Treasury for covering approval, this delay being due to a desire to furnish as ac curate information as possible as to the out- curs of the operations, which necessitated correspondence and conferences with the Ministry of Agriculture.
"My lords agree that it would have been mom satisfactory if the precise position of the two Departments in regard to accuent ing for any expenditure involved had been
clearly defined firm the outset, but that there was a failure on the part of the Admiralty to exercise financial control in a wider sense they cannot adusit."
There the correspondence halts, awaiting the counting up of the lessen.
