to start breeding again. It was not fait to ask the mothers of England to bear unlimited children as fodder for cannon. Emigration was a national but not an international cure for ver-population.
The other was birth control, by which they meant not the crime of abretion but tho artificial control of conception. The only alternative for those who thought this im moral was to increase the death rate, which they might secure either by killing off the doctors or by distributing gorms. Birth control had heon practised already for a long time by one section of the population.
