PROBLEMS OF POPULATION. OXFORD UNION ON QUALITY AND

was:

QUANTITY.

The Oxford Union delivered itself with due solemnity last month on population problems. The motion before the House That this House calls upon his Majesty' dcvernment to recognin, by practical steps that one of the gravost problems confronting the country is the rate of innrease and deteriorating quality of the population.

Introducing the motion, Mr. G. A. Gardines (Magdalen) engl that tha ques. tion was: Quantity or Quality History had

shown

that

increase any population meant lowering of the standard of living. The one argument for a large population was its usefulness. in time of war, but those who urged it only argued in a vicious circle bemuso when people were killed they said: Well, perhaps it is well with such a large population thea when the war was over they wanted

to start breeding again. It was not fait to ask the mothers of England to bear unlimited children as fodder for cannon. Emigration was a national but not an international cure for ver-population.

The other was birth control, by which they meant not the crime of abretion but tho artificial control of conception. The only alternative for those who thought this im moral was to increase the death rate, which they might secure either by killing off the doctors or by distributing gorms. Birth control had heon practised already for a long time by one section of the population.

Carrigan (Trinity), opposing, anid England had beca. going to the doga for 900 years, but had not quite managed it are held the world, in the wrong mont which naturally followed war, had plunged into red revolution, and the times were too steral fur any weird experiments. He denied entirely that there was over population, Great Britain was far more over-populated when it contained half a million prople in pre Roman times than it was today with a population of forty millions France, having discovered that birth control was an unmitigated evil had recently made the use of contraceptives illegal, realising, perhaps too late, that birth ocntrol meant the moral, physical,
