afford them efficient protection. These plana have met with considerable success, and consequently it is expected that order. and normal conditions will shortly be restored and the kidnapped foreigners released.
"The civil and military authorities heartily welcome the commission of in- vestigation, but, in view of the foregoing, the coming of the commission might per- haps be deferred, and I suggest this for your consideration."
COMMISSION'S DEPARTURE POSTPONED. The Diplomatic Body sent another Note to the Waichiopu saying that in view the terms of General Wu Pei-fu's tel gram, the Waichiaopa's communication of the 4th inst., and also the political situa tion in Peking, the Diplomatis Body had fixed December 14th as "the date for the departure of the commission to Hondn.
