SHIPPING AND INCOME TAX.

In the House of Commons, Mr. Alexander Shaw moved a new clause in the Finance Bill to exempt from income tax in this country the profits on ship- ping belonging to foreign countries which granted the same exemption to the shipping of the United Kingdom. The principal fact brought forward was that Hot Cantun, Chinese str., 386 tons, Capt. the United States by its Revenue Bill of Leung Long, from K. C. Wan, with a last year offered to exempt from taxation the earnings of shipa belonging to coun general cargo-Heong On, & Co.

The Chancellor of the Exchequer admitted that as we had more ships to do business with the United States than they had to send here, it would obviously, on the face of it, be to the advantage of this country to enter into some ruch reciprocal arrangement as was suggested in the clause proposed. He made it clear that he would not offer any advice to the House on the decision, it would come to in the tatter. He instanced the far- reaching character of the proposal, since the principle, i accepta in the case of shipping might be extended to other industries; pointed out that the question Kong-required serious consideration between the Mother Country and the Dominions; and suggested that it would be well to legislation that was under consideration wait to the effect of the shipping in the United States before coming to any conclusion in the matter. With such an attitude the shipping community will have to he content. There were few. probably. if any, who expected that, at the present late stage, action would be taken with a view to the insertion of a special clause in this year's Finance Bill. The subject is complicated by our rela tions to the British. Dominions and to Teucer, British avr., 5.756 tons, Capt.foeign countries. It would be manifestly FW. DANGER OF OIL AT SEA
"Theri is n considerable talk in the Press just recently say a Home paper with regard to the danger of oil at sea, and it seems to be almost impossible to get the British Government to realise this Every vessel burning fuel
oil danger. throws out into the sea at intervals a certain amount of petroleum, which is one of the most indestructible substances in Nature. It is not "acted upon by ożygen, nor apparently by bacteria, so that when once thrown into the sea it remains font- ing on the surface indefinitely, spread out

as a thin film which covers an immense area. This oil is becoming such a nuisance in harbours and decks that there
is actual danger of it igniting. In America, ir at least one case, the whole surface of the
water became alight anset fire to a vessel in harbour.
The most serious aspect, bowever, of oil at sea is the danger to the spawn of fish, which Boats on the surface. Fish is at present, an almost inexhaustible supply of food, but if oil kills the spawn, as seems almost certain, we may easily ruin the whole fishing industry, which is worth millions of pouride per annum to Great Britain alone. This point ought to be investigated without delay, and drastic stere taken to prevent any oil being discharged
into the sun,
